그의 생각은 미경작 상태의 토지는 '인류의 공유재산'이라는 사실에서 출발한다. 따라서 토지에 대한 소유권은 토지 그 자체가 아니라 토지를 경작한 부분에만 한정된다. 따라서 토지 소유자는 기초 지대를 사회에 지불할 의무가 있다. 그 지대를 모아 기금을 만들자는 게 토머스 페인의 생각이다. 그 돈으로 21세가 되는 청년들에게 정액의 일시금을, 또한 50세 이상의 사람들에게는 남은 인생 동안 매년 얼마간의 돈을 주어야 한다는 것이다.
소득이라는 표현을 쓰니까 고정관념을 깨기가 참 힘들다. 왜 일도 하지 않는 사람에게 돈을 주느냐는 반발이 늘 따라다닌다. 권리 개념인 배당금이라는 표현을 쓰면 이런 문제가 없다."
